# Why Overnight Truck Parking Matters to Freight Security

## Direct answer

Loaded tractors, trailers and cargo remain part of the freight journey while they are parked. The FBI identifies truck stops, parking lots, roadside parking, drop lots, rail yards and other unattended freight situations among locations where straight cargo theft can occur. That makes the parking environment one legitimate part of shipment-risk planning, but it does not make every parking location unsafe or allow any facility to guarantee zero theft.

## Cargo-theft context

The FBI describes four forms of cargo theft:

- Straight cargo theft physically takes freight from its current location.
- Strategic cargo theft uses fraud or deception, including fraudulent carriers, identity theft, fictitious pickups, account takeovers and double-brokering scams.
- Cyber cargo theft uses attacks such as phishing and account compromise to enable theft or diversion.
- Pilferage takes part of a shipment, often with altered documentation.

Overnight parking is most directly relevant to the physical environment around stationary equipment. It cannot solve fraudulent pickups, identity theft, account compromise or deceptive rerouting.

## Current scale

CargoNet recorded 3,594 supply-chain crime events across the United States and Canada in 2025. It estimated losses at nearly $725 million, 60% more than in 2024, while incidents involving confirmed cargo theft rose 18%.

These figures cover multiple forms and locations of supply-chain crime. They do not show that all theft happened during parking or that parking caused every loss.

## Questions fleets can include in the trip plan

- Is an overnight stop likely?
- Is the commodity theft-attractive or high-value?
- What parking or security requirements has the customer communicated?
- Is the route realistic under the driver's Hours of Service?
- What is the driver's intended stop?
- What is the backup if that location is full or unreachable?
- Which locations repeatedly create parking difficulty?
- How long is the likely dwell period?
- What is the escalation path when the plan changes?
- Are dispatch, driver and customer instructions consistent?

This does not eliminate risk. It makes parking part of the trip plan.
